OLD MUNICIPAL BUILDING (TOWN HALL)

Mandeno Design was engaged by Whangarei District Council to deliver the full restoration and adaptive reuse of the Old Municipal Building in Whangārei, a Group B heritage-listed structure originally opened in 1913.

Following significant fire damage in 2019, restoration works commenced in 2023, focusing on both preserving the building’s historic character and upgrading it to meet modern commercial requirements. The project involved extensive structural strengthening, a complete roof and roof framing replacement, and the reconfiguration of the upper floor to suit new commercial tenants, Craigs Investment Partners. Mandeno Design contributed to the tenanting process, supporting Whangārei District Council in securing Craigs Investment Partners.

A key aspect of the project was the careful integration of original architectural elements. Existing trims, doors, and detailing were retained and reinstated where possible, ensuring the building’s heritage value was preserved while delivering a functional, contemporary workspace.

Significant strengthening works were also undertaken to the rear annex, including the installation of over 3,000 helifix seismic ties to improve structural performance. A new lift shaft and internal emergency exit stairs at the rear of the building were incorporated to bring the building up to todays Building Code standards for accessibility and fire egress.

The result is a revitalised heritage building that balances durability, functionality, and respect for its history that will now continue to serve Whangarei for many more years to come.
